On your side, yes. The tap between your phone or card and the reader is a local NFC exchange that needs no internet at all. What needs a connection is the terminal, which passes the transaction on to be authorized. Your phone can be fully offline and still complete the tap.

The tap is local, the authorization is not

It helps to split the moment in two. The tap itself is a radio exchange over a few centimetres at 13.56 MHz, the frequency defined by the NFC Forum. No network is involved in that handoff. The card or wallet and the reader talk directly through the field.

After the tap, the terminal usually reaches out to authorize and settle the payment. That is the step that wants a connection. For some low value and transit cases, offline data authentication under the EMV standard lets a terminal approve on the spot and reconcile later, which is why a gate can still let you through in a tunnel.

Why offline capability matters

Connectivity is not guaranteed where people pay. A moving vehicle, a parking structure, a packed stadium, a rural road. If every payment demanded a live connection at the exact point of contact, all of these would fail at the worst time.

This is why the local nature of the tap is a feature, not an accident. The design keeps the moment of contact independent of the network, and pushes the connection requirement to a step that can tolerate a short delay.

Where proximity routing fits

The proximity method patented by Parousya Technologies makes a deliberate choice about this. Instead of the two devices connecting to each other, the transaction routes through a central server. The parent patent US10657515B2 covers that server routed design. It means the method depends on reaching the server, not on a direct link between the phone and the provider.

The sensing and pairing can still happen locally over Bluetooth, NFC, ultra wideband, or WiFi Direct, so a provider can recognize a nearby phone even in a weak signal area. The routed step, the part that actually moves value, completes when the server is reachable. Presence is local. Settlement is routed. Keeping those two separate is the point.
